In the same despatch I also transmitted a remonstrance against that project from the Major General commanding on the ground that the Military were in treaty for the purchase of Fletcher's property, and that it would be advisable for this Government to await the reply of the Secretary of State for War to that application, which had been forwarded to Europe as far back as last July.
I gathered from the Surveyor General, to whom I showed the plan, that there was a scheme apparently matured with a view to extending the cantonments into the harbor, and shutting out the public from all access to the sea for the whole length of the War Department and Admiralty property, which would be inconsistent with Her Majesty's Regulations directing the Governor to be supplied with full information in such cases. The Surveyor General could not give me any reason for supposing such a plan in existence.
